Example The collar size 23.5".  The actual measurements of the collar from the buckle to the first and last hole are   19.5" - 22.5".    

18" Collar buckle to first hole/last hole 14" - 16.5"

14.25" Collar buckle to first hole/last hole 11.25"-13.25"

12" Collar buckle to first hole/last hole 9.5" - 11"
